Water freezes at 0 deg C. or 32 deg F. at 1 atm
Melting ice is favored by entropy but disfavored by enthalpy. The freezing of water is favored by enthalpy but disfavored by entropy. The entropy & enthalpy terms for both processes balance each other at 0 deg C.
